Menu Input Mode issues when set to gamepad and playing on kb

Title:
Two issues with keeping menu input mode state
Summary:
so even though i play on keyboard, i like having Menu Input Mode set to “Gamepad” so i can set character color without having to reach for my mouse. the problem is twofold. Firstly, when leaving it set on “Gamepad” the next time the game is launched without an actual gamepad plugged in it gets set to “Mouse” and has to be changed manually. The second issue is any time the game is set to “Gamepad” if you hit tab to get to the friends screen, it switches to the Mouse ui, even though in the debug options it will still say it is set to "Gamepad"
Steps to reproduce:

  1. set menu input mode to “Gamepad” in Debug options
  2. hit tab

Expected Results:
the ui should still be in “Gamepad” mode
Actual Results:
ui is in “Mouse” mode even though it still displays “Gamepad” mode in debug options

second issue:
Steps to reproduce:

  1. Set Menu Input Mode to “Gamepad”
  2. Close the game
  3. Reopen the game without a controller plugged in

Expected Results:
the ui should still be in “gamepad” mode
Actual Results:
ui is in “Mouse” mode and is identified as such in the debug options
