Possible for grave to summon wind without powering up his fireballs

Summary:
If you jump and do grave jC very low to the ground, grave summons the wind but does not power up his B

Steps to reproduce:

  1. Jump with grave
  2. Do jump C at the minimum height
  3. throw fireballs

Expected Results:
I get wind powered up fireballs
Actual Results:
Wind does not power up B or jB
